[tex-live] [pretest] Windows: can't compile documents, permission problem

Stephan - after the failed installation, can you try to see, at the
Windows level, whether it is the directory
  c:/texlive/2015/texmf-var/web2c/tex
or the file
  c:/texlive/2015/texmf-var/web2c/tex/tex.fmt
(or both)

which has the restrictive permissions?  The answer probably points to
different culprits and different fixes.
