New command windows are opened in %USERPROFILE%, by default.  So, the
normal user should have no chance messing with files generated in the
administrator account.  BTW, story.tex is a file distributed by TL:

> c:/texlive/2015/texmf-dist/tex/plain/knuth-lib/story.tex


I do observe the problem with private TeX (and LaTeX) files, too.
