Concerning the last revised date I think this has to be discussed in the CTAN
team, whether we want to show this information.

Concering the ownership I don't understand what you expect. The authors of the
package are clearly indicated. Do you mean something line a legal footer
indicating something like a copyright of this page and license conditions under
which the contents can be used?
I think an example would be helpful.
