[tex-live] elocalloc update

Hi,

Not meaning to push but could you please include the updated
elocalloc package (submitted to ctan last week)
It's only one character difference (I managed to miss a %)

I'm a bit embarrassed about it as the forest package switched
to use elocalloc instead of etex, but it's producing spurious white space..
So if you could push the update through tlmgr I'd be grateful.
