[tex-live] Fwd: TeXlive 2015 dvips patch

I just got this report of an issue in dvips with TeXLive 2015.

Has there been any changes here in TeXLive 2015?

Dear Tom,

after installing TeXlive 2015 some of our users complained about a
problem with dvips. The resulting PostScript files could not be
rendered due to a missing macro (startTexFig).

I created a patch file which adds the definition (from TeXlive 2014)
to the corresponding prologue in texmf-dist/dvips/base/special.pro
(see attachment). I did not find a CI system to make a pull request -
so I’m sending the patch file to you as the maintainer of the original
Dvips program.

If the patch is ok for you, it would be nice if it could be merged
into the next dvips package update.
