[tex-live] TexLive 2015 tlmgr-gui.exe fails to start after portable installing

That does not come from either tlmgr.pl nor tlmgrgui.pl.

Akira, do you have code in tlmgr-gui.exe that checks for that?

I am a bit lost where this is done? (Of course the fix is the 
same, having the release file)
