[tex-live] TexLive 2015 tlmgr-gui.exe fails to start after portable installing

Hi!

I've installed TexLive 2015 as usb installation and met such problem:

tlmgr-gui.exe - fails to start and shows error message "Cannot
determine release"

Using command line manager works fine

E:\Programming\tools\texlive\bin\win32>tlmgr.bat update -all
tlmgr.pl: package repository http://ctan.uni-altai.ru/systems/texlive/tlnet
tlmgr.pl: saving backups to E:/Programming/tools/texlive/tlpkg/backups
tlmgr.pl: no updates available



The only changes i've made after was adding
"E:\Programming\tools\texlive\bin\" to the PATH

How to make gui manager to start?
