I would remove "/local/bin" from PATH.  No TeX Live related file
should be there.  If there are already TL related files in this
directory for some reason, they only make debugging much harder.

As Zdeněk already pointed out, the preferred way is to run

  chown -R henrique:users /usr/local/texlive

and to avoid doing anything as root.
