[tex-live] doclicense files in wrong TDS

Hi Robin - thanks for the report, sorry for the error.

I changed doclicense for tonight's build to include the license-texts/
subdir (not just the .tex files, since your README says the whole subdir :)
under tex/latex/doclicense.  Hope it flies.
