[tex-live] 2015 pretest: tlmgr update --self fails on windows

You were in the process of an rsync run on he server,
typical setup problems ..

I recommend running rsync 3-4 times in sequence and check that there
are no incremental changes before doing anything else.

If you can somehow reproduce the problem with self update on Windows,
please please let me know. I don't see any relevant changes.

Maybe also the texlvie.infra.tar.xz was 0 bytes ... that would make it
fail indeed.
