[tex-live] 2015 pretest: tlmgr update --self fails on windows

I install 2015 pretest yesterday without problems. But todays update
fails:

TeX Live infrastructure update in progress ...
Detailed command logging to "D:\texlive\2015\temp\update-self.log"
failed self update: texlive.infra (36801 -> 36818)
Rolling back to previous version ...
failed self restore: texlive.infra (36801)
FATAL ERROR:
Infrastructure update failed and backup recovery failed too.
To repair your TeX Live installation download and run:
http://mirror.ctan.org/systems/texlive/tlnet/update-tlmgr-latest.exe

Running update-tlmgr-latest.exe doesn't help: At the next start of
tlmgr it again wants to update itself.

The log-file says:
