Rsync should stop / finish working and return. If it doesn't stop for
a very long time, you can stop it manually (Ctrl-C) and run it again.
You can run it with a verbose flag (rsync -av ...) or even "--stats"
to see which files it is transferring.

If you suspect some problem with the mirror (rsyncd process stuck
somewhere), you can also try to sync from a different one just to see
if anything changes (our mirror is
rsync://ctan.ijs.si/mirror/tlpretest/).
