[tex-live] Two questions on TeXdoc's behaviour in TeX Live 2014 (and perhaps in earlier versions)

1) Is there any reason why TeXdoc TBT does not lead to the same page
as TeXdoc topic (i.e., Victor Eijkhout's /TeX by Topic/) ?

2) Is there any reason why TeXdoc TeXworks takes one to an extremely 
superficial text page rather than to :

     file:<TeX Live 2014 
root>/tlpkg/texworks/texworks-help/TeXworks-manual/en/index.html
