[tex-live] latex keyval update

Sorry but testing in the wild has shown that a bug fix in keyval isn't
compatible with biblatex (in particular)  (as discussed today on latex-l)
and I
have reverted the change.

I have just submitted a revised latex/doc and latex/required/graphics to
ctan (using the standard form)

Just these four files changed

graphics/changes.txt
graphics/keyval.dtx
doc/ltnews21.tex
doc/ltnews21.pdf


sorry to do that just after you'd updated the files.
