just for the fun of it have you tried running

install-tl-advanced.bat

instead

We see this from time to time, and still have no real explanation as to why this happens.

I try to download TexLive2013 from install-tl, but it shows

Perl.exe has stopped working. A problem caused the program to stop working correctly. Please close the program.

Anyone knows what's wrong? Thank you in advance.
