[tex-live] TeXLive 2014: xindy fails on windows

That's the normal (expected) output.
If I run xindy --help I get the usage message. So the perl script is
found.
If I run the perl script directly
perl.exe d:\texlive\2014\texmf-dist\scripts\xindy\texindy.pl
test-utf8.idx
I get an "xindy-lisp.exe system error" which says that
"libiconv-2.dll" is missing on the computer.
I then copied the xindy-lisp.exe and the xindy.mem from my miktex
installation to the texlive bin folder and this seems to work. So
what is the problem with the xindy-lisp from texlive? Why does it
need this .dll?
