[tex-live] User names too longs or with diacritics on Windows

I think it does what it should, just does not like those non ascii full paths.

Is there any way of figuring out at which point it is complaining? Is it trying to access modules?

Modules are accessed by their full name.

Temporary files are usually accessed by their full name, as they
are created in $TMPDIR. But xindy.pl was recently changed to set
$TMPDIR to '.' on Windows, and you tried that version -- so it
should actually use no full file names (or File::Temp constructs
them, this must be checked).
