You are using very small size.

Any way, in TeX Live, a tfm font pzdr.tfm exists and the default map file
for xdvipdfmx, pdftex.map, has a line:
pzdr Dingbats <uzdr.pfb

Thus the following can be typeset in a legacy way
by XeTeX and the URW type1 font uzdr.pfb is embedded.

\font\xxx=pzdr at 10pt
\xxx ABCDEFGHIJKLMNOPQRSTUVWXYZ
\bye
