What are those '::' doing in the repository url?

As usual, the yearly TexLive re-installation hell doesn't even work.
Besides the fact that this kind of nonsense is totally unnecessary, as
demonstrated by loads of FOSS projects that practise rolling releases.

I really don't know why that installer would look for a subdirectory
"tlnet", because there is none, obviously.

Does anyone ever actually test this stuff before it gets published?
