Try "texdoc texlua".  It's an enhanced Lua with kpathsea and some
other TeX related libraries built-in.

The Perl shipped with TeX Live supports only the Perl scripts in
TeX Live.  It can't and shouldn't be used directly by users.  Threfore
it's not documented.
