I get:

  $ tlmgr update --all
  TeX Live 2012 is frozen forever and will no
  longer be updated.  This happens in preparation for a new release.
  [...]

  $ kpsewhich bidi.sty
  /usr/local/texlive/2012/texmf-dist/tex/latex/bidi/bidi.sty

It seems to be back.  And I definitely didn't install a backup file.
