[tex-live] Bug in release 20120903

Sounds to me like $HOME did not get expanded, and hence it is looking
for a path with the literal string "$HOME/...", rather than
/home/whatever.

Variable expansion is not done on values you type to install-tl.
Please try using ~ instead of $HOME.
