[tex-live] a question about when gets the TL database refreshed in mirrors

but manuel has already told you that karl has not worked on packages
this week; and indeed there is no
  CTAN:/systems/texlive/tlnet/archive/loops.tar.zx
which would be part of the tex live package.

this is the case on the cambridge archive, one of the two hub nodes.
