[tex-live] Problem with new TeXlive 2012 pre-test install on Win32

My only explanation is that the system failed to generate or failed to
generate or find the right language.dat and/or language.def.

What does "kpsewhich language.dat" return you? Does
    C:\apps\texlive\2012\texmf-var\tex\generic\config\language.dat
exist and what does it contain?
