[tex-live] "forcibly removed"??

This may happen if at an earlier update tlmgr was interrupted when
downloading or updating this package.  It seems tlmgr marks a package
'removed', removes the old version, then downloads it, then marks it
'installed'.  If the process is interrupted, the package is left in
the 'removed' state.  Probably it is a bug: there should be a special
state 'partially installed.

Anyway,  a command like 'tlmgr install context-gnuplot' will mark the
package for installation again
