RF> tlmgr: package log updated at /local/texlive/2012/texmf-var/web2c/tlmgr.log
RF> what does this "skipping" mean? neither package has been removed
RF> (kpsewhich finds them); there's nothing in tlmgr.log about them.
This may happen if at an earlier update tlmgr was interrupted when
downloading or updating this package. It seems tlmgr marks a package
'removed', removes the old version, then downloads it, then marks it
'installed'. If the process is interrupted, the package is left in
the 'removed' state. Probably it is a bug: there should be a special
state 'partially installed.
Anyway, a command like 'tlmgr install context-gnuplot' will mark the
package for installation again
