[tex-live] TeX Live 2012 on Windows: Needs to set TEXMFHOME?

Under Windows we make some attempt to doing things the Windows way
and use %userprofile% instead. Under xp, this is something like
C:\Documents and Settings\<user name>, under w7 C:\users\<user
name>.

Note that explorer may show localized names.
