[tex-live] Missing PDF docs for vowel.sty

Hi Alan,

In principle, it is the package maintainer's job to provide the PDF's.  
Indeed, I see vowel.tex as part of the tipa package, but no vowel.pdf.

However, since last I knew it seemed tipa was not actively maintained,
perhaps Robin would make the needed pdf and install it on CTAN, when he
has time.  He's done so in other cases.  Robin?
