Yes, definitely. Since install-tl tries to download the database
and all packages with LWP, and if direct connection is not possible,
it will not work.

You probably have to set
	http_proxy
in the environment.

If you are using sh like environment:
	http_proxy=<yourproxy_here>
	export http_proxy
	install-tl ...
