[tex-live] texi2dvi in executable path?

For more scripts that might need chmod a+x, see

$find /usr/local/texlive/2011/texmf-dist -type f -exec file {} \;|grep
'shell script'|grep -v texmf-dist/scripts

Then users can extend their execution path any way they like without
being hindered by not having writing rights to /usr/local/texlive/ to
set execution bit.

Whether or not texi2dvi is removed or not is up to you. The version in
CTAN (1.162) is however newer than the one shipped with TeX Live at the
moment (1.7). (Ubuntu ships via texinfo 1.135, request for upgrade to
1.162 is here https://bugs.launchpad.net/ubuntu/+bug/866096 )
