The problem is not on the server side but on the client side. Some
firewalls allow human communication, not program controlled. That's
why there is an option in wget that adds random pauses between
downloads so that it looks as if a user is manually clicking on links.
I do not know what Windows firewalls do but it may be this kind of
problems.
