[tex-live] problem with babel package

No, they take them as-is, maybe patching for newer libpoppler versions.

That is teTeX, and that is the problem. We don't package schemes
independently, so you cannot install scheme-tetex on Debian/Ubuntu
this way. The packages contained in teTeX are spread over several
Debian packages.

Well, then 
	apt-cache search <texlive-package-name>
should also give a immediate hit on the package:

$ apt-cache search lettrine
texlive-latex-extra - TeX Live: LaTeX supplementary packages
$ apt-cache show texlive-latex-extra
Package: texlive-latex-extra
Source: texlive-extra
Version: 2009-10
Description: TeX Live: LaTeX supplementary packages
 A large collection of add-on packages for LaTeX.
 This package includes the following CTAN packages:
  AkkTeX -- A collection of packages and classes.
  ESIEEcv -- Curriculum vitae for French use.
