the fact is that, if a package isn't on ctan (and therefore doesn't have
a catalogue entry) the automatic mechanisms for creating tlpdb can't
help.

otoh, when people do put stuff into tlpsrc (as in this case) it can be
good stuff to incorporate into the catalogue (i've snarfed some of
it...)

(i don't even know where i would find xetex, other than in tl -- is
there a current version on the sil site?  i've been told there's no
point in having xetex on ctan, but that is probably also true of
luatex.)
