You are using a dvisvgm binary of different build:

The message
"running Metafont for larm1200"
should be
"kpathsea: Running mktextfm larm1200.tfm"
in the dvisvgm.exe which comes with TeX Live.

Please try the TeX Live dvisvgm.
If you have two dvisvgm's, please look at the
PATH variable to see which is prefered.
