Does LC_ALL=C instead of LANG=C work?

LANG only sets locale variables which aren't set already, LC_ALL
overwrites them all.  Suppose you have LC_MESSAGES=fr_FR.UTF-8 ,
this would be overwritten by LC_ALL but not by LANG.
