Sorry, I was wrong regarding kpathsea.  It's obviously not a kpathsea
problem, I get:

$ openin_any=p fmtutil-sys --all
[...]
###############################################################################
fmtutil: Error! Not all formats have been built successfully.

  /usr/local/texlive/2010/texmf-var/web2c
for details.

This is a summary of all `failed' messages:
`luatex -ini  -jobname=dvilualatex -progname=dvilualatex dvilualatex.ini' failed
`luatex -ini  -jobname=lualatex -progname=lualatex lualatex.ini' failed
`luatex -ini  -jobname=luatex -progname=luatex luatex.ini' failed
`luatex -ini  -jobname=dviluatex -progname=dviluatex dviluatex.ini' failed

So it's LuaTeX specific.  Maybe it's best to ask Taco.

BTW, fmtutil creates format files in a temporary directory and copies
them and the log files to the web2c directory if INITEX was
successful. Thus, you are not lost if something goes wrong.

However, the message

   Visit the log files in directory
     /usr/local/texlive/2010/texmf-var/web2c
   for details.

is quite misleading, the actual log file is killed by the signal
handler which removes the temporary directory.  Nothing is copied to
/usr/local/texlive/2010/texmf-var/web2c unless format files are
created successfully.
