Here someone from the cyrillic community should respond, I don't know
the details of that.
I think the bug report should be sent to Gentoo. These are precisely
the areas in which distros modify the original TL in ways we know
nothing about.
For myself, running mktextfm lhr10 on an unmodified TL'10 install (the
original problem) works just fine.
