[tex-live] PK fonts characters left blank by "dvips -P pdf" on windows

I've updated mktexpk.exe to check the consistency between
mf-mode dpi and bdpi. If they are inconsistent, mf-mode is reset
and determined according to bdpi.
By using the new mktexpk.exe, necessary PK fonts are generated
in the case of "dvips -Ppdf ...".
