No. Since version 2.7 Miktex is a multiuser system -- or more
precisely: you can install it so (I have installed it as single
user).  Like in TeXLive the admin tools exist in "user mode" and
"admin mode". The equivalent of e.g. updmap-sys is initexmf --admin
--mkmaps.
