You can add c:/mytexstuff// to TEXINPUTS.programname
in the texmf.cnf, like
TEXINPUTS.latex = .;$TEXMF/tex/{latex,generic,}//;c:/mytexstuff//

The easiest way may be to define an environment variable
TEXINPUTS=c:/mytexstuff//;
Don't forget the semicolon.
