[tex-live] stix fonts

All right, I've tried my best.

Nothing in the package except a readme and a TDS folder of the fonts with their documentation & licence.

Wasn't sure if they should go in opentype/public/stix or opentype/stipub/stix. I went for the latter on a coin flip.
