[tex-live] strange changing permissions

Both me and user texlive (my alter ego) are not admin and texlive is
running tlmgr to update

There is no reason why anyone should not be able to run tlmgr in the read mode

So far after changing umask of user texlive  I have not observed
irregular behaviour
