Ah yes, but it is not good like that. If we call tlmgr paper ...
then the call to fmtutil-sys --all should, well, still be necessary. 
I will check what tlgmr paper letter is calling. But you are right,
that is a bit puzzling.

But then, who on earth besides some underdevelopped country is using
letter paper? ;-)
