[tex-live] ConTeXt in TL on Windows broken

  ConTeXt is a state of mind, Phil.  It is neither bad nor good, it is a
whole different world.  Once you go down the path of ConTeXt, there's no
going back.  In fact, the very name of ConTeXt has been chosen to
emphasize that its users are in a different, well, context.

  ConTeXt use is PG-rated for that reason (but parental guidance has
never actually been needed in practice, since all minors using ConTeXt
have been emancipated).

  ConTeXt is also severely discouraged for pregnant women (as there are
propagation risks for the foetus), people with heart conditions (and
LuaTeX can have harmful effects on pacemakers), and animals from
endangerous species (just to be safe).

  Enjoy ConTeXt responsibly.
