Sure.  I assume that you propose:

  pdftex --progname=etex
  pdftex --progname=latex
  pdftex --progname=pdflatex
  pdftex --progname=amstex
  ...

instead of

  etex
  latex
  pdflatex
  amstex
  ...

Right?
