Some funny 8bit input encoding is copied 1:1 to Unicode,
then LuaTeX doesn't know the characters. And at the font
level using tfm/vf reading LuaTeX also does not know
the real characters. Then the same text can be represented
in different ways.
However I agree with you, if the input is already Unicode
or is translated to Unicode.
