In TeX Live packages we use the highest number of all the 
last-change revisions of the included files. That works *very* nicely
(besides the fact that we sometimes delete files from a package, which
seems not to be important for you).

SO there we get a nice revision number which is ever increasing.
The whole online update mechanism is based on that, so don't tell
me it doesn't work ... ;-)))

I was actually inquiring about git and a similar approach, because
I wanted to see if we can swithc to git instead of svn. git is *much* *much*
more efficient, And we could pull from git repositories of luatex/xetex
(if they swithc) and others. But well, it turned out to be
not really easy ;-)
