LaTeX will first look into texmf-local/tex/latex and its subdirectories,
then to texmf-local/tex and its subdirectories. So it depends on a number of
files. If you have just a few files, you can put all of them to
texmf-local/tex. If you have a lot of file, this may be confusing to you. It
may then be better to create some directory structure under
texmf-local/tex/latex similarly as exists under texmf-dist/tex/latex. Do not
forget to rebuild the file name database after you put the files to
texmf-local.

Some paper sizes for dvips were renamed and the logic for finding the
nearest similar paper size was changed. It was discussed in this list
approximately a year ago.

It depends on your network connection and reliability of the mirror. The
mirror on the Czech Technical University is fast and reliable and my
computer is sort of priviledged.
