[tex-live] TeX4ht does not work properly with default TeXLive Windows install

TeX4ht is almost of necessity a kludge, but tex4ht.env
contains several methods to convert dvi fragments into
png files, one of which seems to require only dvipng and
one (commented out in Windows) seems to require only GS.

The documentation seems to say that an option like " -cdvipng"
would select the dvipng method.

I've never used dvipng, nor tex4ht, so I can't say if this or the
GS-only method works in TeXLive as distributed.
