[tex-live] mktexlsr ignores "rcs" on a Windows 7 machine

Sorry, the VCS create these directories.  The only one I know which
keeps meta data outside the tree is Perforce.  But this is proprietary
software and thus not as popular as CVS or SVN.  And Perforce has
other disadvantages.
