I have some good news and some bad news on this issue.

The good news is that my install/uninstall seems to be working correctly now.
The bad news is that I really have absolutely no clue as to WHY.
Perhaps it was my state of mind that fixed things last night?
Perhaps it was the Leonids? I don't know.

In any case, when I got home last night, I attempted to go ahead with
modifying the registry for the uninstall in various ways that were suggested,
but invariably, for whatever reason, the system kept telling me that
the package was already uninstalled. Then, as a result of my fiddeling
somehow I managed to get rid of the desktop icons and the program entry
and even the uninstall entry in the registry, probably due to a partial
uninstall caused by my rude prodding.

So I decided to wipe the slate clean manually, and reinstall and try again
to uninstall.

When I installed, the first thing I noticed was that The "third option"
(local/global) was now active, which I found very strange to begin with
because I wasn't logging in any differently than before...
And then when the install was finished and I checked, lo and behold,
there was the path, all properly set and everything.

So without attempting anything more, I rebooted, and did an uninstall,
which now worked perfectly. Huh. Go figure.

So something happened (perhaps it was that Windows update yesterday?)
but for the life of me I have no idea why. Widows is sometimes strange
that way.

So the upshot is that I now seem to have a properly working system,
and we have lost our opportunity to try and track down why it wasn't
properly before.

Unfortunately, the other system on which the uninstall didn't work properly
is heavily used, and I would get my fingers smacked if I started to
monopolize it for testing, so that's out as well.

Sorry for the bad news, but I really tried my best.
Thanks also for all of the excellent response, help and suggestions from
everyone on this issue as well!
